Allocation - Classification of Expenditure Accounting Reforms is a dream project of Indian Railways. In the present scenario of economic development in the world, it is being seen aligned to Digital India movement of Government of India. Massive computerization work and programs are being undertaken over the railways and maintenance of financial transactions along with physical activities co-relation is voluminous & tedious task which is being relied upon this reform project. It is well known fact that Indian Railways is a large organization with number of staff & geographical presence at different locations and languages. But it is also true that numerical number in accounting system despite of all odds are playing major role for maintenance of Railway Books & digital compilation along with compatibility of world accounting system. To deal with circumstances in near future, it shall be desirable that every railway man must acquainted & know the classification of expenditure being followed in the railway system with its objective of co-relation amongst activities, object & physical progress of work over the railway system. Complete classification of expenditure is narrated in Indian Railway Finance Code – Vol.-II but reading of this book and its understanding is so general it cannot be easier to use in day to do work by the officials of all departments except accounts which is also not accurate & efficient till fully trained in this specifically. To disseminate the classification for accurate & efficient use, It is suggested that a full day program for classification of expenditure (Allocation) must be designed and included in the schedule of all trainings being imparted over the railways. It may consists, one session for presentation by accounting expert, another for group discussions, third one for question & answer from expert (Well versed with Classification of Expenditure) and last one practical with the assessment of participants & expert on the subject. It may further be extended as special program for the specific department as per their requirement which shall be able to create specific allocations for them. Being a renowned training centre for the accounts, C-TARA must take lead to execute starting from accounts staff & other batches being organized at this centre. A presentation on the above said training was done by the undersigned over the Construction Organization of Northern Railway which was appreciated & applauded by all and necessitated to continue for all officials.
